I believe the Gloam-Eyed Queen is Melina. One of her eyes is grey in the Lord of Chaos ending, she has red-ish hair like Malenia. She said that she was born at the foot of the Erdtree and was given purpose by her mother INSIDE the Erdtree so her mother may be Marika. We know that Marika worked against the Greater Will as she has commanded Hewg to smith a godslaying weapon. I think she also intended Melina to be the kindling for the Giants' Flame since she knew that flame could burn down the Erdtree and as an extension the influence of the Greater Will in the Lands Between.

and I just remembered you get the God Slain thing when you kill the Elden Beast so I think Marika commanded Hewg to make a weapon spesifically to slay the Elden Beast.
