Not everywhere. Pretty much all public lands are ok to forage. Private land you need permission. And it’s best not to forage on SSSI sites (Sites of special scientific interest) usually because there’s rare plants of animals there. It’s a good idea to check the gov.uk website to see what and where you can forage :)

There’s no danger of that elder grows like a weed there are easily over 2000 examples around my village alone.
