I don't know what the laws are for moving paid passengers but if I owned one of those in a town with a lot of foot traffic I'd go downtown park at the bottom of a hill and charged old people like me to take them to the top of the hill

You need to stop moving your upper body dude. Very inefficiënt way of paddling.
