This is a little late but for anyone stuck on the last question it is because of this: Linear, trigonal planar and tetrahedral shapes are symmetrical if all the atoms bonded with the central atom are the same. In this case, it isn't because we have chlorine and hydrogen so despite it having a tetrahedral shape it is unsymmetrical and thus is a polar molecule.

I think it's because the charge is greater between the carbon and chlorine than the hydrogen and carbon so you just leave that partial charge out??

15:01 she says that carbon has an overall slightly positive charge because chlorine is more electronegative so it attracts the electrons, however carbon is more electronegative than hydrogen, therefore it attracts the electrons from both Covalent bonds with hydrogen, how does that give it an overall positive charge if it’s more electronegative than hydrogen and attracts its electrons?

in this case carbon and hydrogen are both slightly positive because the chlorine is the most electronegative atom in the structure. if you're asked a question like this, if a hydrogen is next to another slightly positive atom, then the dipoles of that bond cancels out so hydrogen isn't taken into account.

In-silico calculations show that the negative charges are located on C atom in CH2Cl2. The positive charges are located on H. The Cl atoms are almost zero (+0).

It's closer to chlorine because there is more protons in chlorine than hydrogen which means in chlorine, the pull towards the nucleus is greater than hydrogen, so they are attracted to chlorine more. I hope my explaination helped you understand. :D

No, she said that ch2cl2 is a polar molecular because their structur is not symetrical, so the dipoles do not cancel each other out
