No, it's not BS. Elevated ground plane antennas are actually quite common and work very well. (Think of a CB radio antenna with the three or four "ground plane" elements.) In the case of medium-wave antennas it also makes it possible to physically inspect the ground system. (Just had to deal with a buried system that was severely damaged by an excavation contractor; had he back-filled his work area it would have been extremely difficult to locate and repair the damage.) But the FCC has been slow to accept this type of ground system for medium-wave operation though and still requires a "proof" of such installations to show that radiated performance similar to a "conventional" ground system is achieved.
