Make a copy of Google maps or Uber. Put it on its own personal server unconnected to other servers routed to the cars to keep them from being hacked. Keep it updated by using traffic cams and the news for traffic updates with the lines and signs on the street to minimize risks. Also I'd use them as Ubers to make the money back. Boost production by buying these old junkyards before the metal rusts. Melt it down use what is needed then recycle the rest.

Now that’s a serious situation which Mr. Musk’s “Tesla Energy” should (must) be able to, not only help with, rather provide a blueprint to remedy by supplementing the existing infrastructure with Solar and PowerWall Packs. Take the energy used for refining gas, transfer it to Electric vehicles. same amount. Also expand the "Virtual Power Plant" concept which REDUCED blackouts in California during August/ September. .
