I suggest you actually take a look at how the German and Swiss "debt brake" is formulated (info on Wikipedia) - I think it would be an improvement over the US' current dysfunctional approach.

@mrwolfdigtrainer omnibus bills have been used in America since 1850, perfectly in line with the constitution on how the government is funded. We have 50 states and multiple territories and funding for everyone of them is included in a spending package. How would u propose that funding be accomplished without an omnibus bill. I do agree funding the government should be done on a yearly budget but this is what was voted for, this is what the republican majority has been doing and what voters voted for. Best way to solve it is stop voting for the very people doing exactly what u don't like. Oh and passing 1,515 seperate bills, funny stuff and never going to happen nor would it be the sign of an effective, functioning government not thar a lot of government is functioning effectively now but it would be more so. All sorts of compromise is required in government thats how it's designed to work, things that might not normally pass on their own because someone else, another state or multiple states most likely gave up something to get something in return, thats how it's supposed to work, compromise and even something that might not pass on its own doesn't mean it's not important to the state or states that need it. It just might not be what the majority needs but the government is literally designed so the majority doesn't ignore the minority.

Congress wants a $70,000 raise for cost of living expenses...but the COLA increase for Americans claims that the cost of living was a 2.6% increase.
