Historically, this water-fuel technology was first developed by a Filipino inventor named Daniel Dingel in 1969. Later, in 1998, American inventor Stanley Meyer also worked on a similar concept. Meyer passed away under circumstances that remain controversial, as you may be aware. Despite Dingel's efforts and demonstrations, the Philippine government did not support his invention, and the reasons for this lack of support remain unclear. Sadly, due to this lack of recognition and support, progress on this promising technology stalled for both inventors.

I think a hybrid of Battery and H2O would be great. The water vapor it gives off would reenter the environment. Use battery to get to a pure water source, not full of lime and stuff. Why not make oxy and H2 in real time and compress into tanks as one goes.
