Can u tell me if patient went to another country and comes in again in hospital for the services will he or she will be a new patient?

Yes they would be a new patient. Every time the patient comes to the hospital they are considered a "new" patient for that encounter even if they have been there before.If the patient has been to the facility before it makes it easier because the facility can obtain the patient information but each visit is considered new even if the patient goes to the Emergency Room two times in one day. Remember that Emergency Department does not differentiate between New and Established patients.
