If he's bottom right of the map, he's in the underground section. In the pedestrian zone at the stairs going down into the underground parking. (The underground parking is nearby the Christmas tree)

Which part are you stuck on? Sometimes the thieves disappear and are unable to be found. It's disappointing, but it can be quicker sometimes to restart. You will lose progress.
