If Victoria and Emily had the same parents then how would Phineas and his wife not remember Lord Barkis for a second time around? We must remember that it was never mentioned that Emily had a surviving mother in her former life; these are all finer evidence that suggests that Emily and Victoria were never related. And the song "Remains of the day", only stated that Emily only took the family Jewels and a satchel of gold, meaning she didn't take the entire family fortune, she only took the jewels out as a final measure of defiance and brought her own allowance to save as benefit; the Everglots probably squandered their riches or they were an old family who's fortunes in power eventually died off.

Maybe when Victoria wasn't born yet Emily ran off with that man, taking the family money with her. And so to avoid a scandal and from Victoria finding out they moved to a new house, like a family vacation home and sold the other one in order to get by for a while longer.

I doubt that Emily could have taken her family's entire fortune. Gold is heavy, after all, and the high born ladies of the era did not spend time at the gym. I also think that Barcuss would have stayed clear of her family for fear of being recognized. In all likelihood, she just took what she thought was due to her as a dowry.

Not likely 1st. Victoria and Parents didnot recognise Emily nore mother's wedding dress 2nd the parents did not recknised the bad guy. 3 bad guy wouldn't target the same family again cause he already cleaned them out and would know they were broke.

The reason upper-class families are rich is because they have sources of income: land holdings, successful businesses, and the like. I would imagine that the Vanglut's sources had dried up for various reasons, and they were not savvy enough to get new ones.
