UBW Shirou knows his ideal is impossible to reach and not something others can pursue, so when seeing a version of him that managed to find a differet joy in his life, then he'd simply be happy for him. Fate Shirou is kinda bland as a character and doesn't really present much of himself due to the entire route focusing on Saber.

I swear, this original theme embodied all goosebumps for almost 20 years when it was first played in Heaven's Feel route. Not even movie adaptation can touch original Nine Lives Blade Works properly. EDIT: The theme is played in every route, and it was not really first played in Heaven's Feel. I was trying to say that the entire Heaven's Feel route was long, different, hopeless -- Shirou couldn't do anything hype until last 2 days of route, but it was worth the hype of the arm. Then when it first played in the route during NLBW it hit way harder.
