Secretary of State Antony Blinken forcefully pushed back Tuesday when Republican Sen. Rand Paul of Kentucky pointed out that Ukraine and Georgia were once part of the Soviet Union as Paul appeared to raise Moscow's alleged rationale about the Russian invasion of Ukraine.
"I firmly disagree with that proposition," Blinken said during a congressional hearing before the Senate Foreign Relations Committee, in responding to Paul's assertion that "you could argue" that the countries Russia has attacked were part of the Soviet Union. Paul seemed to indicate Russia's anger about Ukraine possibly joining the North Atlantic Treaty Organization -- especially given it used to be in the Soviet Union -- could have triggered the invasion.

He's a libertarian... it's like an extreme LibDem or a semi-anarchist. Libertarians are against state intervention, they want to deregulate and privatise everything, except a few things like the military and the justice system, but everything else in their view must be run by the private sector and taxation should be kept to a minimum, even eliminated altogether. The state is seen as the enemy of freedom and freedom for them is by far the most important value. That would be a rough overview of their beliefs. His point was that a change in precise terminology was necessary to prevent abusive use of the law, so it's not that he objects to the general idea of the law, he just wants a few minor changes. I'll let you decide if he's right or not, but I will say this: detail is extremely important in law and laws can even backfire if they're not properly written.

The judicial system of the past and present was/is broken and still needs improvement. He voted NO on the 9/11 responders bill because that bill extends funding to the first responders until 2090, decades after the last victim would have passed away. Therefore, taxpayer dollars will go into the pockets of greedy individuals the law is not intended to compensate long after the heroes are gone. Here, Senator Paul is correct in that Booker's bill is diluting the meaning of the word "lynching." Lynching is already a federal hate crime and it only includes murder. This bill is terribly written, and would imprison people for any physical confrontation with a member of another race or ethnic background.

Every young nation goes through growing pains. We the majority of people of color, and white people, of which I am one, are heading in the right direction. Let's not undo the progress that has been made, and paid far too often in heartache, blood, and loss of God given life, and dignity. "These people" are not the majority, nor are they the heart of our country. There are many paths to where we should be, but not one of them is paved with ease or wishful thinking. Non-violent action was, and still is the way forward. Blaque Roze asks "Why are we so humble?" The greatest men, and women in history, were humble. But, they were not just humble, they believed in non-violent action. Let's not confuse being humble with weakness, because it isn't the same. M.L.K.'s non-violent plan of action was successful, but his commitment to "All men are created equal" seemed to have lost steam after losing his life to a; non-humble, violent, cowardly racist with a rifle--and a plan. His plan was successful, in the killing of a giant of a man, not the God given rights of the movement. A plan to place all people on equal footing is a much more challenging action, and should be taken by all people who desire equality; intelligent people, brave people, and people with a plan that will have lasting effects for centuries to come.

You're not wrong. Rand Paul does whatever it takes to get free publicity. Without it he would actually have to spend some of the campaign donations he gets on publicity, rather than tucking so much of it away in overseas accounts and pretending he did. It's REALLY obvious that Rand Paul has not read this bill. He, at best, had some junior clerk tell him some confused high points that he is getting wrong. Rand Paul does not know what the hell he's talking about. Not a great big surprise. He seldom does.

my apologies. i'm going to hijack your comment. mr. paul, let me explain the difference between random, garden variety murder, and lynching. the typical motive for murder- the reason they did it- falls into one of these categories: love, lust, loathing, or loot. let's skip over loot. you'll notice that the remaining three are emotions- strong emotions. we'll now cross off two of those emotions- love and lust. now what we have left is the emotion of loathing. you might say to yourself "yes! that's the one. people who murder an innocent unarmed black man surely do it out of a loathing for him or his kind". that does happen, and we call that a hate crime. a crime wherein someone holds such contempt, such hatred, such loathing for black americans- or some other group-that they are triggered to actually murder one. but loathing is not always the case. which brings us to the special case of lynching. lynching is without emotion. the lyncher doesn't loath his victim. he feels nothing for his victim. his victim is not a person he loaths, is not even a person from a group he loaths. HIS VICTIM IS NOT A PERSON. lynching is killing for sport. like in texas today, where good ole boys go out to hunt and kill wild pigs. not for food. they hunt them because feral pigs are considered destructive to society. hunting feral pigs is a challenge and it's just downright fun. hunters don't loath the pigs. they don't harbor a deep and abiding hatred of the pigs. no. they don't gaf about the pigs, how they feel- that would be a ridiculous concept to wild pig hunters. they kill the pig, string it up, take some smiling pictures, and go celebrate the hunt with a few beers. mr. floyd was not murdered because chauvin hated him in particular, or black people in general. mr. floyd was murdered because chauvin doesn't give a flying f*k about mr. floyd, or any african american. chauvin killed mr. floyd in an emotionless, sociopathic display of sport. THAT, mr. paul, is not garden variety murder. it's not even a hate crime. it is a level above-below?- those heinous crimes. THAT is lynching. and if america ever stands even a slim chance of overcoming our 'peculiar' history and achieving the 'more perfect union' we deserve, you need to learn and FEEL the difference.

@@nonyabizness.original to be fair to Rand, he is concerned with the unintended consequences with the legal language of the bill not the common sense understanding. The doctrine of qualified immunity for police officers was invented by judges and prosecutors from a statute the intended to have the exact opposite effect. Rand might be wrong, but unfortunately there is a chance he’ll be right. Even hate crimes disproportionately convict minority groups. The intent of the law may not match how it is interpreted in the long term. Hopefully Rand is wrong here, since the bill is likely to pass without the amendment - eventually. But tens or even hundreds of people may be adversely affected by this bill - people of all a races. And a nontrivial amount of which the bill was intended to protect.

I'm a black left-wing Democrat, but I have disagree with the Bill trying to redefine Lynching. No the heart doesn't need to be pulled out for it to be a lynching. But also a cut or abrasion shouldn't be considered lynching. Both sides were over exacerbating their points, so it's impossible to know what their amendments actually proposed (from this video). I would have liked Senator Kamala Harris to further her explanation on her proposed bill and address the Senator Paul's remarks on the fact that a cut could be considered lynching

My husband and I read the bill and it does not define and specify the act of lynching, but makes broad terms. Lynching definitely needs to be defined and clear in this bill because we are still dealing with it to this day. Who is writing this bill because it does need to be clear before fully passed so that we receive justice for the act among other conspiring hate crimes.

@Björn Björk I agree. Senator Paul isn't against making this law. He wants it amended so that if a white person accidentally runs into a black person in the grocery store and leaves a bruise on them, they can't be prosecuted for lynching.

This law, as it is currently written, would make it to where black people would be virtually untouchable, even if they are breaking the law. For example, if a white man is in a car accident with a black man and the black man gets hurt, the white man could be prosecuted for lynching. If a white woman and a black woman are going for the same dress in a bin sale at Ross' and they crash into each other and the black woman gets a concussion, the white woman could get prosecuted for lynching. If a police officer is arresting a black man for a suspected crime and the black man gets a scratch, the police officer is accused of lynching and the black man goes free, guilty or not. This is what Senator Paul is trying to prevent.

Besides backroom deals are always made by the defense and prosecutor. Charges get reduced, plea bargain, community service instead of jail time has happened before. And it is to the judge to pass punishment. If the intention is to willfully harm, then is a crime🙎

Is it a first time offender, was the reason for the attack a rascist sour? Those questions come into play when the offender gets in front of the judge to receive sentencing

This is all theatrics, to get other things passed, including harsher death-penalty laws, that are actually going to hurt minorities. Don't trust Khamala. She was a federal prosecutor for decades that put away so many people for non-violent crimes.

@@76063co2 You should be aware that a state attorney general is bound by the laws of that state and must follow them. Senator Harris did her job as was required by the existing laws. Now as a U.S. Senator, she has the opportunity to work towards changing existing laws on a federal level. Federal laws override state laws so she can get things changed if she has the appropriate support, that means getting rid of McConnell and other anti-American republican senators.

I say 2 terms like the president, or maybe 3x 4-year terms for House of Reps, 2x 6-year terms for Senators. I want it extended to all federal and state elected and appointed positions as well as 20 years max for Supreme Court, for better or worse. True balance of power maybe.

He’s arguing for people in the future that could be put in prison for something that doesn’t warrant prison time. Booker and Paul want the same things. Rand Paul is a good man. I believe despite his politics, Corey Booker is a good man. You can’t want prison sentencing reform on Monday, then try to pass a vague law that doesn’t completely protect people from senseless prison terms. The law as written could have unintended consequences.

What Senator Paul is alluding to is exactly what you would be guilty of if this bill was to pass [as it is]. The mere case of you saying "sit down and shut up Rand" would be grounds for an arrest. In winch this could be perverted to a court case where you could end up in jail accused of conspiracy to commit a lynching. I don't think you would want that , and I know I wouldn't want it. Imagine 10 years for slapping someone in the face. That's a sick bill.

@Matt manning how are you defending yourself if you lynch someone? I've seen people lynched when I was a kid; the first time was when I was six. They killed the woman that was my babysitter. The cops and the clan were always walking around proudly in open. So nothing was ever reported and the wrote it up as a suicide. She was pregnant and was dating a white man who found out she was pregnant and wanted to get married and raise the baby as a family. He beat her and stormed out. That noght someone broke her apartment door down and they found her dead the next day. This was in the mid 80's and now that I am a full grown man who has served time in the military to get the money to go to school and become a lawyer. I plan to return to my home and set the sins of the past straight. I will dig through the dirt and I will take the threats to make it so she and her baby can be moved to her church cemetery that rejected her for suicide. I will bring her murderers to justice. Even it kills me. If all you do is joke about it then your no better then those who killed her. I'm a white man that loved his babysitter that help raise him becase she was a beautiful soul.

The worst riots to this day were the NYC Draft riots where after five days of burning raping looting and murder, Irish immigrants/citizens left 2000 (mostly black, but some of ther own killed by soldiers) dead in the streets and waterways of Manhattan. We saw the Irish do the same in Cincinnati burning and killing black settlements. The Irish were treated horribly so they looked for people more marginalized to vent their frustrations. The Irish could quickly disappear into American society. They had the support of the Catholic church and built communities that traditionally were not raided and destroyed on the whims of others. They became the police dominating police departments along the Eastern seaboard. They could change the lilt in their voice and assimilate. They took the presidency with the election of JFK. Polish, Germans, Catholics, Italians, Slavs have all been marginalized and then accepted into the American family. Wasn't so easy for blacks. Yes the Irish WERE treat poorly both at home and here. Past tense. Absolutely no comparison.

Those disgusting companies could fail and go through packaged bankruptcy which doesn’t screw the workers but of course not. They need trillions in “bail out money” again to buy back stock to prop up stock prices and company values for executives and shareholders, It’s all about the people at the top. Not to mention a for-profit healthcare system that is tied to employment. We get nothing. This country is disgustingly flawed. Many people are extremely glad they live in other first world countries and not in the USA.

We just allowed 1 man to hold our legislative body hostage and prevent the passage of a law we had the votes for. He did not have the support so he took another route. The process is intended to be slow and has many steps where multiple members vote to advance a bill. It already passed once by that very congress why did Sen Paul not speak up then? He is a racist he is evil and we just saw a single Senator prevent the passage of a bill outlawing lynching for no real justifiable reason. He just wants his KKK buddies to vote for him

Did anyone listen to everything Rand Paul said? I'm as democratic as they come; I'm against mandatory minimum prison sentences. He was trying to protect people. Looking at all the top comments - it's like nobody listened to him. Paul put his neck on the line to do the right thing; we should listen to people who are brave enough to do that, and intelligent enough to read a bill before they vote.

Seriously - when are republican voters going to wake TF up? Mitch McConnell has been representing Kentucky for 25 years, and for 25 YEARS they’ve remained one of the poorest, least educated, and unhealthiest with no economic opportunities. Do you think that’s a coincidence? They want their constituents uneducated and poor, so they can continue to be manipulated through elementary social media posts and convinced to vote against their own interests (hence their horrific public school funding). If everyone was equally educated to some determine, they wouldn’t be falling for one of the most obvious scam artists in history. Trump could personally laugh in their faces about how hard he’s scammed them and how embarrassed they should be, print out 400 pages of his past decades of lawsuits and corruptions and stealing money from blue collar workers, and hand them over without stepping in their house because he’s disgusted by the very people that worship him, and they still wouldn’t get it.

I came very close to being shot by the police. I'm a 60-year-old, white-skinned Latinx woman. I have Lupus and other problems and at the time I needed two hip replacements which hadn't happened for reasons I explain later. Point is, I was NO threat to anyone. It happened when I was stopped by police for the third time. My car was the same make, color... and even had the same dang license as someone who had a warrant out on them. The only difference was that mine was from a different state! Each time I was stopped took about an hour as the officers each pulled me over, explained nothing, demanded my information and simply made me wait inside my car. "Don't get out!" they'd order, and until that third time, I did what they said. Each time, after they understood it was simply an incredible coincidence they promised to amend the records so that it wouldn't happen again. But it did. The third time was around 9pm. I was on my way home after having slept on hospital floors, chairs, whatever for over a week. My Mom was horribly ill and I was at the time her only caretaker. It had been going on for months. I was beyond exhausted. My nerves were frayed. I just wanted to go home. The cop pulls me over. Same drill. I demand to know why. He refuses to answer. And as this continued I became more and more agitated and he became more aggressively domineering. I give him my info. I'm sitting in my car. 1/2 hour goes by and I'm done. I get out of my car and stomp towards the police car. He gets out and comes towards me and then it happens. He stops and puts his hand on his gun and I stop in my tracks. But I start laughing. I mockingly say, "Are you planning on shooting a 60-year-old woman, driving a Honda Fit with a 6lb Chijuajua on the passenger seat?!" He still has his hand on his gun. He's angry, he's on auto-pilot, responding as he's been taught, but my question, I can see it registers on his face, almost like confusion. "Get back in the car!" he orders, and because I don't want to die on that lonely dark road, shot by some cop who is trained to go to red alert anytime he feels "afraid for his safety" I get back in my car, and wait. Turns out I had forgotten to turn on my headlights that night. I was so tired I just screwed up. I could have died over a simple mistake and if he had been trained to either tell me why I was pulled over OR at least listen to what I was trying to explain (and believe me, I did try) the whole SCENE would not have happened. But it did. Police are trained to demand TOTAL submission, even in the most simple of encounters. They are trained like an occupying army in a hostile country: dominate, subjugate, kill if anything feels "wrong." We aren't fellow Americans. We aren't even human in a very real way. What do they call us in their reports, "subjects" or something. "We the Public" have somehow become the enemy, and this is incalculably multiplied if you fit certain profiles, race and gender first. The Dems produced a "Manifesto" as some are calling it, to retrain, fire, educate, blah, blah, blah, blah, the police of this nation. I do not question that Kamala Harris and others are outraged and in pain over what has happened. But do you remember Miss., "I was that little girl," Harris who then turned around and endorsed the VERY MAN she condemned with those words? In the end, Dems like the system the way it is. Sure we need to make some adjustments but let's not rock the boat too much. Kamala decided: "You want to install a man who I denounced as a racist? OK. I will smilingly become his buddy-buddy-buddy." These issues are SYSTEMIC. And not just the police: Everything. But right now, let's talk about them. The same way trickle-down economies don't work, establishing yet ANOTHER top-down solution to this issue is useless. They have been attempted many times before and have been totally ineffective. Why? Because this is baked into the system. It is cop CULTURE. If power corrupts, cops literally have power over life and death. I could have died over headlights. George Floyd died over a $20 bill. There is nowhere else to go. We must dismantle the status quo. Any alternative is unthinkable.

Trickle down enomics would work better if at least those companies were not overseas and outsourced. Giving tax cuts to companies that do not employ any American and are overseas is not really a trickling of the down scenario. There are no Americans in the labor pool of that company to receive the trickle in the first place. Instead the trickle travels upward and into the pockets of the investors and CEOS. So the trickle is really just another wealth transfer scheme in the form of a tax cut. What we as a country need to realize is that the only way 'the trickle' works is when we value our citizens enough to give tax cuts to those companies that actually employ our workers and thus we can see 'trickle down economics', at work, traveling down in the form of wages, and benefits etc. This would benefit our workers and would result in less need for incarceration and dependency on the state. Also if we just outsource everthing just like Venezuela did during the oil boom and dont even manufacture masks and gloves and ventilators then we can't complain when we realize that we are actually at the mercy of our overseas companies and the supplies that are able to reach us. Thus by definition a tax cut should not be given the title of 'trickle down', if there is no citizen/employee there to receive the trickle. Ross Perott said it best on CNN to Ghore, your duping America with Nafta, Goods wont travel south, instead with Nafta goods will travel north......

Scary. I was treated pretty poorly by a magistrate yesterday when I was making a report on a guy who lives 5 or 6 streets away. Two times in 2 weeks, Took his shorts down to his knees, had his rear facing my house and was yelling at me he would do this to me with his you know what.. And on and on. And 2 days ago made a point to cut through btwn me and my neighbors house to get somewhere. Making his walk almost a city block longer than if he'd gone down the road everyone else uses. The magistrate told mein a condescending tone and took forms he was holding and slammed on desk "you calm down calm down" He had just said he couldn't hear me (behind a 1/2 foot thick window) I was a little louder and hell yes upset. Cops at my house 3 times now and I've had to tell the story at least that many times. The magistrate said that I needed the guys address. I said why would I know his address? Does it sound smart for me to wander around looking fir this maniacs house!? Arrgghh

That would be someone with a brain and an IQ higher than 55 who realizes it is already illegal and punishable to lynch people in this country. Of the last 3 people who committed an act which could be defined as a lynching, 2 of them were put to death, and the third is tonight in the same place he's spent the past 20 years: an 8ft x 6ft concrete cell in Texas, where he spends 23 out of every 24 hours waiting to lose his sanity.

@Lynn Tucker: I wish I (or any of us) could provide an answer on that one. Having grown up in the 1960s-70s, I had really hoped that the signs I saw of change would continue to grow. I was heartened when I visited the town where I grew up (went there to care for my mother in her final years) and saw people of various ethnicities doing something I never expected to see there: treating each other as genuine neighbors; an enormous change from when I grew up there, and we had (at most) a handful of black people there, and almost no Arabs, a handful of Asians, and a scattered few from India and Pakistan. Now, I see us having retreated in the past two decades not only back to where we were during the Reagan years, but even further, back to where we were when a 14-year-old child named Emmett Till was tortured and murdered... and the murderers walked free. I was never prouder than when my daughter's first crush was a little black kid when she was 5... because SHE didn't see him as any different than herself; she saw someone she loved. That's all. At that moment, I was immensely proud, because I saw that the prejudice that I grew up surrounded with and that, at least unconsciously, I inevitably absorbed to some degree... I didn't pass on to her. SHE was free of it. And nothing would make me happier or prouder of our nation than to see this be true of all. Now...I feel we've fallen further than I would ever have thought possible. So I wish I could offer you an answer that would lift your spirits. But I fear we still have a very long way to go.
