Captain Hoffman has been with BCoFD since 2007. He was promoted to EMS Captain in March 2022, assigned to EMS1-A. His past assignments at EMS4, EMS2, Medic 8, and Medic 4. Born and raised in Baltimore County, and am a current resident of Baltimore County where he resides with his wife and 6 year old son.

Baltimore County Department of Housing and Community Development
Heather serves as the Chief of Homeless Services with Baltimore County’s Department of Housing and Community Development (DHCD). She brings 15 years of experience providing leadership and direct service to those experiencing homelessness in New York City and across Maryland. In NYC, she managed a 170 bed emergency shelter and safe haven for men as well as 415 units of supportive housing for the homeless in Manhattan. While with the state of Maryland, she was responsible for overseeing state funding for homeless services and policy innovation statewide and she was awarded a Citation from Governor Hogan for her leadership of Maryland’s Interagency Council on Homelessness. Throughout the COVID pandemic, she provided executive level leadership for a team of 1,200 in the health care management field. Heather holds a Master’s degree in Urban Policy Analysis and Management with a focus in Community Development Finance and Homelessness from the New School in New York City.
