Democracy is not based on some high moral standard. The idea that you need to listen to everybody that makes the country is not that everybody is now an elite as it used to be elites that ruled over up to enforced slavery. It is ability to enforce, or rather break the enforcement at will. Noble whenever in Japan, England or Rome could put on an armor and maw down a whole rebellious village while ridding a horse as the lower class did not have military technology on their own - and while villager could get lucky with scythe, there is no luck that prevent an elite team of highly trained in combat nobles decimating their own nation of farmers if they wanted to. The invention of guns introduced leveled playing field, and other countries having high number of available guns that require less and less training to aim and pull the trigger to shoot more and more bullets that do more and more damage it force the villagers who were in the past enrolled in the army now as that army to be a threat to the system which had to evolve. Even the revolts that started with mob violence are a prove how effective the lower class has gotten, and revolts of militia up to this day prove that to keep dictatorship you require a very large military effort as we can see what happens once it ease up just a little bit in Syria most recently. Democracy has it good and bad parts like all technologies or systems - the same way Noble's invention could be used for both good and bad. Best part is that even the poorest child in theory can get a chance to contribute and renovate the whole world instead of dying in slums if we perceive everybody as worth keeping, however that also means that a functional alcoholic from the store that will drink himself to death or fall down the stairs drunk has the same say in the ruling of the nation. Time and time again we see political systems being corrupted by outside and internal sources... so I guess we should measure these in how easy they are to be fixed when error occurs.
