He definitely needs to take more of the blame. He tends to take the blame for the wrong things. As a minor point in his defense he had no way of knowing how potent the alcohol was because he's never had it, and he's not wrong that consort Ling specifically did this with the intention of drugging him to her own ends, without genuine concern for his health, to get what she wanted out of him. She got him drunk off his ass so he'd have sex with her, and then stoked division between him and his understandably concerned wife. The harem system is itself indefensible; at the end of the day, this custom they're all partaking in is part of the problem, and we're getting backround info that he's bringing more attendants into the city, so he's only making it worse.

Fun fact! Manchu women did not bind their feet like other cultures did before them, but the “flower pot shoes” as they were called were meant to mimic the gait of someone with bound feet. Basically they wanted the women to walk like they were stumbling in pain all the time and unable to run without actually deforming their feet. So they made them walk on those central platforms to throw off balance and make them slower.
