I think he was trying to make a distinction between actual kids (like real life kids) and the character archetype of "shota". The thing I disagree with is that shotas are always minor boys xD Because for example, idk, I would call Mashiro a shota even if his character is an adult, he still looks like a shota. Same with lolis, they could be 2000 years old and they'd still be lolis, the same rule applies to shotas IMO.
