Yes it is. But in this case she is referring to a missing subject. Which means, the sentence misses the person who did the action. “ Stephan delivered the package “ or “she delivered the package” “The “ in your sentence is just an article.

As a native English speaker and a lifelong polyglot due to being a French Canadian-American born and raised in Fort Lauderdale, I think both French and Spanish to be so easy compared to English. French’s most difficult aspect is its very English-like usage of so many apostrophes for so reasons which is unseen in most languages.
