I think two times is fine but not over and over again. If someone refuses initially, he or she may not know the precise letter of the law that one can be arrested for refusing to ID (although one should know it, not everyone does), so give one warning that it is a jailable offense, then if the person still refuses...game over out come the cuffs and tow the car.

Sure, the officer isn’t obligated to explain his actions to the sister, but if it isn’t impeding him from doing his job, then why not? The cop is lying about the aggravated assault charge. She was already away from the vehicle when the last drove off. She didn’t have to step back to avoid being hit. That is false, They can definitely get her for felony eluding, but not ag assault.
