Could you provide the case law for this? The NJ hindering statute 2C:29-3 specifically addresses how a subject can violate this statute and its mainly through threats, concealing evidence, giving false information. Mere refusal to state their identity I do not believe would violate this. I believe a similar issue was addressed in State v Camillo out of the NJ Supreme Court that subjects could not be arrested for obstruction.

My interpretation has always been the refusal to ID has to be directly impairing your investigation. So mere refusal alone is not enough.
