The tenant is an Int'l student & his mother is living there as well. I wouldn't expect much where yard maintenance is concerned. I lived 1/2 mile from a UC University & students aren't interested in gardening...at all!

The tenant is a student and probably spends most of his time at the University or studying. He probably doesn't own a mower or one isn't provided. Also, I noticed when I lived in Asia (Japan) people would always hire someone to do yardwork. There was almost a learned helplessness. That may or may not be the case here but they might not know quite what to do.

@@genwhite1175 Which is why apartments might be a better idea for younger people. Or, garden maintenance is tacked on to the rental. Not fair to inflict a garden like that on neighbours.

What a great difference you made George. It amazes me how scrappy the garden looked next door to the neighbours nice house. This little house could do with a new paint and paint colour just to make it more modern and cute. Not on a students "budget" though. Come on landlord! Now the mum can enjoy a neat environment. Good idea to take out the poor fuchsias - totally the wrong spot for them. They were getting roasted to death. It looks so nice and neat now. Excellent . My only point is a personal one - I never like trees or branches blocking a window so always cut mine below window ledge height so would have ruthlessly done that to the camelia. However rainy UK where we get so little sun and we need every bit of the sun coming into windows is probably not the same as Tasmania where for privacy reasons or to shade the house the camelia blocking the window might be preferred.
