In India we should have built ourselves as the go to place for education and research in the global south. So that talented people from Africa , South Asia and elsewhere would come, study and work here. However our present attitude is exclusionary. This won't be a problem to us for the next 20/30 years but after that it will stagnate us. Like what has happened to Japan and what is happening to China now. Without openness to others a culture can't reach great heights. Our higher education system is in English, we have a well developed technological sector we should calibrate these advantages to attract talent from other developing countries. We can be strict about illegal immigration but more liberal about attracting skilled professionals and students.
