I have been asked in one of the interviews, How do I manage strict budget for the project while following SCRUM. Interviewer specifically told me there will not be any kind of adjustments in terms of extra resources.

I think person want to see your approach , i would say why do we want to use Sprint in such case? mean does fix budget mean fix scope or fix capacity only, if its fix capacity we need to ensure whatever gets done in that time its good, so we prioritize, if its fix scope, we ensure we apply proper process to budget the changes.
