Contrary to popular belief, gensokyo is actually predominantly ruled by male characters. The human village is run by a male mayor. Youkai Mountain is ruled by King Tenma. The Lunar Capital is ruled by Lord Tsukuyomi. The Oni await the arrival of Tenryu. The rabbits still serve Daikoku. And there is even this one guy Taisui, who is actually the final boss of two touhou games that straight up tries to destroy the world, making him the most threatening Touhou villain of them all. Also Jesus makes an appearance too, so he takes the spot as the strongest Touhou character.
