Think it was part of the joke. He tries very hard to get her to fall for him. Dumb for Bender yes. But I’m 99.9% sure the writers were aware of that too. I don’t think they wanted to add her as a character that went in beyond one episode.

The reason the mafia is in elzar so much, is because it used to be that restaurants often acted as a front for laundering money for mobs. Which is definitely what this show is implying. It's also the reason that Bender got away with only working one night at elzar's for that tab, because the mob took care of it.
