Galan r3 doesn't do much damage vs Scorpion, and he just instantly dies after casting it even with cosmic boost.

CGR is bleed immune so he would work against Crossbones just fine

Issue is you can’t do damage against Crossbones unless Crossbones has at least 3 buffs active. If CGR is awake, once he reaches 5 judgements he places Damnation on Crossbones which will Fate Seal him and prevent him from gaining any buffs. Maybe Crossbones would purify the Damnation, but it’s not guaranteed. His purify chance decreases by 20% after each activation so you’d want to make sure you aren’t placing any debuffs on him before triggering damnation. If your CGR isn’t awake this isn’t an issue though since damnation is part of his sig ability.
