EU ETS for the maritime sector

voyages coming into the EU. where does the voyage start? timbuctoo or somewhere outside EU eg. a bunkering port just out of EU waters?

Thanks for your question, Glenn! The voyage starts where the ship physically leaves from. Timbuktu would be difficult since there isn't a port there. But if a ship leaves from Shanghai and comes to Rotterdam, for example, then that is the complete voyage which counts.
