I also watched this film during the Reagan administration. My uncle had a large collection of videotapes. At the time, I viewed them as a luxury item, so I guess VCRs were relatively new. My dad pored through the collection and went yep, that one. My dad was not a Reagan fan, and probably made jokes about Bozo and and his costar Bonzo. I’m glad I saw it before BTTF came out. That prepared me for the Doc Brown line: “Ronald Reagan! The actor? Then who's vice-president, Jerry Lewis? I suppose Jane Wyman is the First Lady!” My new head canon is that Bonzo’s actor was a Terminator style time-traveler trying to prevent the downfall of America by taking out the future president. You tried, Bonzo. You tried.

Correction. He doesn't take care of Bonzo to proof he is a good dad. He wants to proof that a decent upbringing / nurture can overcome genetics / nature (the movie sees that as the same), as he is the son of a criminal. Bonzo returning the necklace at the end is supposed to show they succeed.
