Golden era of Suzuran is from Crows Manga and Worst Manga. Because in Crows manga, the MC can go toe to toe with Rindaman. And in Worst manga, the MC was able to unite Suzuran and became it's very first leader.

They did had a leader, Tsukushima Hana. He's the only one that is both strong and has charisma, that's why he was able to unite Suzuran. The only one he wasn't able to defeat was Guriko. But then Guriko told (maybe threaten) everyone to join Hana because he inspires people. Thus becoming Suzuran's very first leader.

y'all out here saying high and low is nth compared to crows zero bc high and low is a recent movie lol. high and low has so many series and it's a very complex storyline if u really watched all versions. crows zero however circles around suzuran and housen. also fujio is an original character created by the writer of crows zero himself.
