Is there any oversight to make sure the independent authors are being paid for every one of their book sales on the major book websites?

I’m not sure I understand your question. When Ingram is distributing your book to other websites and there is an order, it is placed with Ingram so the royalties come from them. Kdp royalties come from Amazon.
