Stop-Motion, CG Animation, and Puppetry are all, inarguably, forms of animation (ie. the art of bringing inanimate objects or creations to life.) Big Bird, the Muppets, and Godzilla all absolutely count as cartoon characters.

I have no idea why Spongebob doesn't have a star yet. It's weird to see that the Rugrats have a star but not Spongebob. Until recently, Rugrats hasn't really been all that relevant while Spongebob on the other hand, is still popular with both children and adults and the show has been the face of Nickelodeon ever since around 2000-2002. Yes, I'm aware that the show started in 1999.

Big Bird first debuted with Sesame Street in 1969 and has been the series icon since then. Elmo first debuted in 1980, and really only became a beloved staple in the '90s. Certainly does seem odd, but not unexplainable.

Godzilla’s earliest film appearances were in stop motion animation. His more recent appearances have utilized CG animation. That certainly counts him as a cartoon character.

@@DaveLeeDownUnder The only stop motion and puppetry scenes i saw in the Showa era of Godzilla(earliest years) were in 1962's King Kong vs Godzilla,1964's Mothra vs Godzilla, 1966's Ebirah,the Horror of the Deep, 1967's Son of Godzilla,1971's Godzilla vs Hedorah,1972's Godzilla vs Gigan and 1973's Godzilla vs Megalon. 1954 and 1955's Gojira and Godzilla Raids Again also. No Stop Motion or Puppetry were used in the Heisei Era or the Millenium Era. Those only used Suitmation or CGI.

I don't know of the creators of Godzilla would've liked or disliked that their work is considered stop motion considering it eas suitmation but in the original movie there's one shot of Godzilla's swining tail that's in stop motion and in King Kong vs Godzilla the scene of G dropkicking Kong is also stop motion. Godzilla however has appeared in cartoons
