Nomura confirmed it was King Mickey speaking directly to Sora's heart. At this point, the King was already within the Realm of Darkness, which seems to be the only place he's capable of doing so since he doesn't express the ability later on.

Wait, so Ventus' Dive to the Heart in KH3 was before the KH3 tutorial DttH?

Nomura stated that the tutorial in KH3 was at the end of the game, hence why Sora ends up in the Final World. Going off that information, it would imply that the tutorial takes place at the end of KH3 when Sora goes to find Kairi and transitions into Sora arriving at the Final World at the beginning of the Remind DLC where he talks to Chirithy once again.
