It's always been my headcanon that it's just so powerful that you have to be transformed to survive/perform it, which means that in this moment here: his love for the people he protects has made him become stronger in his fatigued, base form than at the very least: Super Saiyan. When the blast hit cell Vegeta changed the course of the blast just in time to make it careen into space instead of into earth’s mantle.

The thing I hate most in anime is when an ultimate attack is made ineffective just to show how strong the next baddie is. It breaks the impact of the move forever for a momentary gain that is lost the moment the villain gets his ass whooped. EVERY SINGLE final flash should have been like that first one, no matter how strong the opponent, whenever it is brought out the audience should go "OH SHI" and the overpowered antagonist should dodge or pay the price.

Unlike any other attack it drains so much energy in one blast..the user uses it to directly kill the enemy and if it fails then after that he has almost no energy left within him for a short period that's why it's called final flash..it also takes time to charge and the user uses power from every body part into midsection and blasts..
