like the description says, Tekken 4 technically was the first game with characters speaking multiple languages, but some may recall Tekken 4's infamous cutscene of Hwoarang speaking plain English and Jin replying in Engrish. After that, Tekken 5 said "screw the language barrier" and added the Mandarin and Korean voices, then TTT2 changed characters like Eddy, Lili, Leo, and Miguel, who previously spoke English, to speaking their native languages.

As a rule of thumb, if your game isn’t getting dubbed, you must translate the dialogue as accurately as possible if the scene is fully voiced. If you find an unvoiced text box, that’s when you can do some localizing.

I know it localization but wanna point it out. Initially, the Tekken characters only spoke Japanese and English, since Tekken Tag Tournament 2 almost every character uses their respective national language. Exceptions for Xiayou, Lucky Chloe, Lars, and Alisa who still use Japanese language even though they are not Japanese.

The reason the subtitles are off is because the spoken lines are translated directly from Japanese into each language, while the written text is first translated from Japanese to English, then from English into every other language. Since Japanese is linguistically very different from Western languages, similar translations are very unlikely, thus the lines end up varying drastically from each other
