They’re position players brought in to pitch when the game is out of hand, to not waste an actual pitcher for the next games. They throw slow because it’s safe and MLB hitters aren’t used to hitting something that slow

That's exactly the reason they bring out these guys. They're not pitchers, but position players, and the game is so lopsided that the team doesn't want to tire out an actual pitcher when they know they are going to lose or win no matter what. So they just send out a second baseman or whatever and tell him to throw the slowest pitch he can into the strike zone for one inning.

Orlando Arcia has pitched a total of 3 innings (all of them in the 9th) in his MLB career, but he is a shortstop/second baseman. In games that are extremely lopsided (say, there is an 8-run difference or more), they will usually send out position players in the last few innings as not to tire out the relievers when the end result is already inevitable.

It’s where it crosses the plate, not where the catcher catches it. The ball is going so slow that it falls a lot between the plate and the catcher.

A lot of times they mix in slow and medium-fast pitches in those situations

You’re not considering that they need to throw strikes or close to strikes to progress the game forward. People don’t realize how far a major league mound from home plate is and how small strike zones are. Sure they can all throw 65+ but they don’t pitch, meaning trying to throw as fast as they can not only increases injury risk but also is going to result in more wild pitches and hit batters, thereby not progressing the game. Throwing hittable pitches for batters and getting outs from your defense is how you progress the game forward as a pitching position player. That’s why they’re brought in when there are no other options or it’s a blowout and a team doesn’t want to waste a bullpen arm.

Catchers usually explicitly tell the position players to throw these kinds of pitches - as slow as you can, with an arch, into the strike zone.

It's better to throw a ridiculously slow pitch that hitters aren't used to and is either in the zone or near it than a 70-80 mph fastball that either misses wildly or looks like a hanging breaking ball.
