My understanding is that the manga made and offensive joke about South Korea which actually got the South Korean governments attention causing Hetalia to get banned in South Korea and South Korea to be banned from the anime. This was in 2007-2008 and the anime lasted until 2021 and may continue in the future so I don't think the whole South Korea thing had anything to do with any cancellations the fact that season 8 doesn't exist yet probably has more to do with the whole WW3 thing that's currently going on than anything.

Philippines is now in Hetalia. Now, as a local here, K-drama and K-Pop are pretty popular here. The one time he might come back is if Philippines mentions these stuff. The webcomics already showed him interacting with Italy. The only thing getting in the way is if South Korea the country approves of this and to whatever changes Himaruya will make.
