This song really was perfect for use in cartoon scores, especially looney tunes, even the full song tells a sort of story about the titular penguin, through its composition that always has interesting chord progression, which keeps the listener engaged.

It's because Carl Stalling didn't use already existing songs as music cues just from their titles, he also picked music on the bases of whether they fit what's going on screen. He wasn't just going: "Duhhhhh this song's called Penguin, I'll only use it when there's a penguin on screen duhh."

Do you have any shorts to give as an example? I guess maybe Frigid Hare with Playboy Penguin, but I believe it's just a case of it never fitted a scene where a penguin was in a short so he chose to play a different song that fit the scene better.
