The reason the can get shot is because that border is the border for Yellowstone. So any animal outside of the line is considered wild and are free to be shot during certain seasons, mainly due to livestock living right outside of the park. But I truly think it is stupid because it used to be their home and now they're confined to a plot of land and they don't know they aren't allowed to leave they are animals.

Well. Wolves are severely overpopulated now and are decimating the surrounding elk and moose populations. Which is how a lot of Ranchers make their real money; guided hunts. And hunters want to kill big elk and moose. When overpopulated wolves kill those elk and moose, they lose money and throw off nature's balance. So, yeah. It's gotta happen.

@valswin the fact that in states like Colorado, Utah, Idaho, if you go hunting and purchase a mulie tag they literally hand out wolf tags for free because they need help controlling the populations. The proof is in the pudding. All ranchers are reporting drops in their ungulate populations and a severe presence of wolves.

Well the catch is that you have to leave the park to hunt the white elk. That's why they can legally shoot you. Also counterintuitively those bulky collars are the least likely to get caught and hurt the animal. Despite how good tech is they are the best to track an animal cause of the antennae and battery.

Some notes: There are a few achievements associated with the line. One for making it back after being hit One for the elk One for howling at their camp with your mate and making it back without being hit. Once they shoot you need to get out or you will die. In my experience easy vs accurate does not impact the hunters, just your prey and rival/ predators damage ratio your health and stamina regen It is possible to go accross the line an not get shot at. Don't howl, and go at night - I've not really encountered the hunters at night so far.

FYI, do not age your wolf up to 8 years old if you want to play them in multiplayer. Age eight is considered an elder wolf and you won’t be able to play with it in multiplayer.

the hunting regulations in Yellowstone are very strict and the reason why they do it is population control. same reason why deer hunting is regulated. not just so people can enjoy the sport but so the deer population can be regulated. in the wild animals population is kept in check naturally through predation from natural predators but the wolves in Yellowstone were re-introduced and their plot of wild land is limited thus their population has to be kept small enough to accommodate them for food and housing(territory) as wolves naturally occupy a very large territory per pack. as for deer being hunted by people to regulate them, that's because we almost extinct the wolves in Northern America through killing them to save farm animals and so deer became less and less in check so people kinda filled that niche for the missing wolf population. hunting regulations easily vary widely per place according to local population and environmental demands.
