Why are all Earth ambassador's military and/or such low rank?

No reason, it is easier to write ambassador than messenger or visitor.

Well technically ambassadors aren't high rank or very important people due to the nature of the job. You don't want to put a high value individual alone in a place where he could be captured and used against you. Historically it's a tactical thing

Another point is before the age of air travel .military commanders of a squadron of ships where often the defacto representor ( ambassadors)of their nations this was usually a commodore or captain ( naval captains are just one rank under admiral)
