Could it be because the anti-anaemic drugs require erythropoietin to synthesise more red blood cells, but because the peritubular cells are already damaged, there will not be any erythropoietin synthesised, so there will be no increase in red blood cell production to bring red blood cell count to normal in anaemic patients even if prescribed with these drugs?

Good theory! Some medicines are synthetic EPO which does not require the help of the peritubular capillaries as it gets directly injected into the blood.
