Angel Alex I always asked myself the same thing! And I believe David Tennant created a strong accent just for playing Crowley. After all he is a very good actor

I think it’s sort of a drawling American accent, but it changes depending on where in the world and time he is (he goes very American and very British and very Scottish at different points in the show)
