Phone companies in Europe have been forced by the EU to treat EU countries as a common zone for EU consumers, abolishing roaming charges for example. So European consumers get virtual home country coverage throughout the Union. The EU is really strong on protecting consumer rights for all citizens. That is the reason why, apart from phone contracts, the EU prohibits many US and other imported products. For example, food standards are much higher. Hormone-injected meat, chlorinated chicken and GM foods are all banned. The US has 15x more incidents of food poisoning. Car engine parts containing dangerous chemicals, car safety requirements and emissions are very strictly controlled or banned. EU legislation and courts are effective at regulating for citizens in consumer rights, human rights, environmental protection - even drinking water, beaches and sea bathing are heavily regulated. Madrid has been heavily fined for surpassing legal levels of air pollutants and will probably have to ban non-electric vehicles from the city centre
