And before anyone says it - he says 'Shazam' both to transform AND to power up, same as Black Adam. He was in his transformed Captain Marvel body. But make no mistake, Billy is still a minor in this game. So yes. Clark killed a child. It doesn't matter that he was in his adult form - it still counts.

When you think about it, it makes sense why the Justice League of this Earth would be so cruel. According to DC, it is believed that a single thought of an opposite affect could create a world were that opposite becomes a reality. In short, this Earth was made to answer the question: "What if Superman turned evil." And as you can see from every event in this video, the effects of this Earth, to be sure the question is answered, is trying it's best to guarantee that question is answered, by making Superman grow continously more evil than before, along with the members of this Injustice League.
