There’s a much easier way to do this hat, I dropped the rows all they way down and just knitted my brim part to as may rows as I wanted then continued to do the hearts

Anyone that can follow this add a comment on the number of rolls needed for the inner bright color and number of rows needed for the black color and brim?

The interior and exterior are both the same number of rows. However depending on the number of rows you can get out of the striped yarn will change how many rows of black need to be added to that to make them match up.
