Personally, I think Spooky is the best option if we need a mainstay villain. He's actually evil, he has the power to be a challenge for Pac without needing to rely on other some macguffins (case in point, it was actually Pac who needed the golden fruit, it was just the power of them that kept Spooky at bay), his theme is catchy which is always a must-have for any big boss, he doesn't clash with the already established style of Pac-Man as a series, and he's what Pac has always gone against, a Ghost. Plus his design is really cool. He's less like Pac's eggman and more like Bowser. The biggest and baddest of the game's main enemy that has a lotta manpower and focuses on magic.

Emperor Ghost is a fun idea tho, and I'd love to see it be executed in a 3D game as a boss. Toc-Man deserves props too, he's fun and is a nice story of Pac being friendly to everyone.

All good points… but I think it would be “mainstay” in the sense of multiple-continuity rivals, like Megatron and Optimus Prime. The common thread would be sealing magic - Spooky is a ghost, after all, and ghosts will just come back if you settle for defeating them.

I totally get the hype with spooky, no other pacman villain can even hold a candle to him and pacman world 2 was one of my favorite games for the ps2. But am I the only one who has quite a bit of nostalgia for golvis? I get that he's not a great antagonist in the grand scheme of things, but his character and presence is what made pac n roll so memorable for me personally. And his battles are decently challenging at best and annoyingly difficult at worst.

Lord betrayus, toc man, and spooku are my favorite villains betrayus is a funny for losing and gets mad easily after his plans fails, sorta like bowser and dr eggman when they lose a lot, also 3DS final boss fight has a lot of fighting which i love it, he would be a perfect villain to beat him over and over again like bowser and dr. eggman Toc man gives a very dangerous fight, he looks so goofy on the original but on remake they made him look dangerous and i love it, the final fight very fits for someone that looks very dangerous, it would be a challenge to beat him without the family's help (and also that he normally wanted to be pac man so they would know that the hero sees the ghost as friends so the ghost would be wanted, pac man forgiving him it was so sweet (unlike the original that doesn't have 2 endings and pac man ruthly eats the ghost to release is family or as a punishment for kidnapping them)) Spooky is the most powerful villain of the series, the fight is cinematic, pac man needed golden fruits to be able to face spooky, spooky can make more damage in the world comparing to other villains, i would love a remake of world 2 and see if they make him even more dangerous like toc man

Everyone talking about how iconic these bosses are but can we talk about multicolored ghost for how challenging that boss looks. Unlike most bosses here this one actually test your skills on what you learned throughout the whole game, and I love the design too. It's ending is quite victorious too with all the Pac-Mans gobbling up the thing, a very satisfying boss, I will say they probably nailed it here and I might check the game out myself

I only include final bosses from the same game but from different ports if they are significantly different. All the final bosses you listed are basically the same as the ones shown in the video. The reason I included the 3DS port of Pac-Man Ghostly Adventures here was because it was a different final boss than the wii u version. However it seems that the Pac in Time for Gameboy looks a little different than the main version. I might include that one next year

In my school vr game toc man was piloted by betrayus himself and the tocayus boss fights a 2 parter first phase is you play as cilly leading toc man to goalius 6 minutes ago had landed on PAC world once done a cutseen of goalius destroyed toc man and onto betrayus as PAC man himself and it has a sense where if you don't eat him a special cutseen of goalius deploys ghost busting weapons and seemingly killed betrayus but that end sense where betrayus hand comes out of the regeneration chamber and a Shadow of toc man mk 2 is showed that goalius and PAC man are teaming up again
