I CANNOT find anything, anywhere that mentions "Historic Hall of Generals" or any quests that would go along with it. I got the same announcement & I'm k38(no Wonder though, could that be it?). I looked through every place/menu i have access to.

You have to hit the detail button of the troops then you will see the limits

I am a low coiner and the troops limits where they are will have 0 effect on me pretty much all of the limits are way higher then I could ever imagine getting to.

Nobody in the game can solo 1b t1s let alone 2.1b. Plus that was always the limit. It's only going to hurt Neo from getting to 1T power
