She misidentifies what people mean by the term "deep state." It isn't the flow of money to special interests, it's the control of citizens' lives by an unelected and unaccountable bureaucracy which have effectively vitiated the separation of powers. An example of this would be agency rule-making powers, which circumvent the law-making power of Congress, and administrative agency courts, which bypass the judiciary and citizens' Sixth Amendment right to a jury trial. The murder of P'nut the squirrel and Fred the raccoon would be an example of the deep state in action.
