I would argue that the game isn't designed for 0 strength but rather for 0% growth, which for most characters is really not that far. You are supposed to be able to beat the game even if you get incredibly unlucky with level ups which is why character stats end up mattering less than their weapons *unless* they get good level up. FE8 is especially generous with effective weaponry but it's not a coincidence that one of the most common type of effective weaponry is those that target armor knights who have very high defense. It's a way to ensure you can always damage even beefy ennemies. And that's also probably why rapiers exist, again to ensure that the only character that can't be dead can damage the beefiest ennemies. (and also why they typically are also given some sort of ultimate weapon that has effective damage against the last boss). 0 strength is definitely stretching what the game is supposed to accomodate for but there definitely are safeguards in place to ensure you don't get softlocked by weak stats

Myrrh obliterates him after like, 3 levels of average luck. Everyone and their grandmother doubles him with the effective weapons. It's not hard to survive one round of combat with him, Dussal can do it at base, so you can just fling units into him until he drops, or just maul him with Myrrh.
