In Ayurveda, the concept of drinking hot water is mentioned in the chapter, Jwara Chikitsa, loosely translated as management of fever and low immunity. It mentions that drinking warm water ( not hot) has a tendency to liquify the excess mucus in the body and helps relieve congestion. So, yes - drinking warm water is very beneficial to get relief from excess mucus.
But, this does not mean, you should drink only hot water or not have chilled water. Enjoying a glass of cold water once in a while, is not a bad idea.
