In all fairness, Michael is right. It was time for the DiNozzo character to move on. He'd been told way back in the Jenny days that if he passed up leading a team in Rota, he'd probably never get another chance. And with Gibbs not going anywhere, he was basically stuck in a rut. Given that, 'Bull' is fantastic. It really allowed Weatherly to mature as an actor.
